During the 1980's there was a mass amount of unrest throughout the Latin American country of Peru. The government had employed death-squads, that committed genocide, in order to combat the malicious rebel groups throughout the country. Both the government's death-squads and the rebel groups were responsible for over 10,000 disappearances of Peruvian citizens. Anyone who attempted to act out against the Peruvian government were targeted and usually killed.
Francisco Soberon, a former Peruvian lawyer, founded the Association of Human Rights in Peru in order to combat the continuous human rights violations, specifically the right not to be subjected to arbitrary arrest or exile. These abuses were being conducted by both malicious rebel groups and the counter-subversive, corrupt government of Peru due to the civil war between them.
