The Human Rights Issues:
Major Human Right Articles Violated by the Peruvian rebel groups and government:

-No one shall be subjected to arbitrary arrest, detention or exile. - Article 11:
-Anyone charged with a penal offense has the right to be presumed innocent until proven guilty.
Summary of Issues:
The disappearances of around 70,000 people was the result of the Peruvian civil conflict. During the 80's and 90's the Peruvian rebel group, the Shinning Path, and the Peruvian government funded death squads that retaliated back and fourth capturing towns while engaging in guerrilla style warfare. Throughout the conflict there is one constant, thousands of civilians being caught in the cross fire. The UN defines torture as the practice or act of deliberately inflicting severe physical pain and possibly injury upon a person. This was a huge factor in the conviction of war crimes by the UN.
In the 1980's the torture and killing in Peru was at an all time high the with introduction of the Shinning Path, a soviet inspired revolutionary group. Because of the rise this and other smaller rebel groups the Peruvian military government funded and acted in the torture of thousands of Peruvian civilians.
