Francisco Soberon's strategy for dealing with the increasing human rights violations was to create the Association of Human Rights in Peru. This organization only primarily focused on relocating civilians to safer areas and making sure they are properly protected. This group also supported legislative work in view of the human rights violations during the internal conflict in Peru. This organization has helped many people feel secure about where they are living, in terms of government and terrorist skirmish/conflict areas.
Another organization that deals with the same issue of war crimesis Human Rights First. HRF is based on the principle that core human rights protection applies universally. While the organization draws on international law and diplomacy to advance its advocacy, it also recognizes that all work has to start from the beginning. The HRF complete surveys of areas and creates graphs of data that are administered around the globe. They also try to spread the word about human rights violations by newsletters, newspapers, online articles, and phone calls. This allows them to entice and get people into understanding the true issues of human rights violations.
Another very similar group is the Truth and Reconciliation Commission (primarily stationed in Peru). The TRC was founded in 2001 soon after Peru’s president, Alberto Fujimori, left office. Its main focus is on ending the massacres, forced disappearances, terrorist attacks, and violence against women. They do this by informing the public on what areas are specifically not safe or dangerous. The terrorist groups, The Shining Path and Tupac Armaru Revolutionary Movement, committed all these abuses. Its work encompasses holding public meeting, collecting victim testimonials, and making forensic investigations. These meetings not only help the public's view on the issue, but also specifically help the victims of human rights violations. Even though this organizations methods are different from Soberon's, they work together to drive out the terrorist from Peru and attempt to stop the government from using its citizens.
Other organizations fight the battle against human rights violations specifically through the legal system of that country. The World Organization Against Torture is currently the world’s largest coalition or non-governmental organizations fighting against arbitrary detentions, torture, forced disappearances, and other forms of violence. They do this by fighting the problems at there source, the government/court system. WOAT supports individuals and organizations wishing to challenge torture practices in international legal forums. They work specifically at court and can help protect victims under threats, obtain reparations and compensations for victims, and put pressure on that government to change its policies.
